PA Sports Betting Regulation Timeline
The journey to legal online Pennsylvania sports betting, in fact, started in 2015. After a back and forth in the state assembly, the state representatives finally voted for legalized sports betting practices. Here’s how the events unfolded in a span of about two years until a PA sports betting bill was passed into law:
Back in 2015, a State Representative by the name Rick Kotik hinted on proposing a bill set to legalize online sports betting. Rick Kotik went ahead and introduced the H1627 bill into the house, but unfortunately, it was not passed. Even so, it was a definite eye-opener for Pennsylvania residents and a new hope for gambling enthusiasts in the state.
Things slowed down up until January 2017 when Matzie took it upon himself to push the legal PA sports betting bill in Pennsylvania. He introduced H519 which was essentially a re-examination of the previous Kotik’s 2015 bill. This new bill was however more comprehensive, shedding more light on a couple of grey areas.
The bill called for the Pennsylvania Game Control to provide regulations that were to establish the rules and procedures for PA sports betting. His bill also called for a license fee of $5 million and 18% tax on sports betting revenue.
At this time, Pennsylvania was dealing with a huge budget deficit, and some lawmakers were suggesting gambling expansion to help fix the problem. Jason Ortitay, one of the most outspoken representatives, ended up introducing H271.
This bill turned out to be a key part of the legislation that acted as stepping for extensive Pennsylvania online sports betting package. The proposed bill underwent several changes after a few months, including the doubling of the taxation rates. The house finally added the Matzie’s PA sports betting provisions and these are what assisted in the legalizing of sports betting in Pennsylvania.
On October 30th, 2017 the bill was eventually passed, and Governor Tom Wolf signed it into the law, waiting for an adjustment in the federal law. Seven months later, the Supreme Court upraised the federal ban on PA sports betting by a 6-3. And now Pennsylvania had a go-ahead to launching the PA sports online betting industry.
What Can PA Bookmakers Do to Get an Online Casino License?
In the state of Pennsylvania aspiring sports betting, sites must be willing to pay a hefty fee before they can be licensed to offer any services.
The current licensing fee is capped at $10 million plus a tax rate of 36% on gambling revenue. The current PA online sports betting licensing fees are five times as much as sportsbooks are required to pay for a license in Nevada. This fee is also a bit much compared to what is currently being charged in the State of New Jersey and West Virginia. Even so, it’s still a relief for plenty of gaming providers particularly since not all states in the USA have legalized sports betting.

You can bet online with the SugarHouse Sportsbook. Plus, engage in Pennsylvania sports betting in person at SugarHouse Casino. Situated in Philadelphia, SugarHouse was the first to release a PA online betting site.
- South Philadelphia Turf Club
On the doorstep of Citizens Bank Park, you can place sports bets at South Philadelphia Turf Club. Horse racing is a big favorite, but you can bet on a number of sports here.
Found in Bensalem, Parx Casino offers customers the opportunity to bet on sports. It’s thought that Bensalem is just a temporary home for this PA sports betting operator.
Taking sports bets from January 2019, Harrah’s in Philadelphia is your sixth PA sports betting option. Run by Caesars Casino, Harrah’s should be part of offering online sports betting in Pennsylvania later this year.
Horse racing betting is prominent at all sportsbooks listed above. You also have the opportunity to bet on other sports, including basketball, football, and soccer.
The six retail PA sports betting operators listed above are likely to be amongst the first to launch online sports betting in the Keystone State. Many others will be looking to join once legislation has been fully authorized. We’ll examine who have applied for online sports betting PA licenses shortly.
PA Online Sports Betting Rules
The rules of betting at a Pennsylvania online sportsbook are similar to those of other states, such as New Jersey. Let’s run through what the PA online betting rules.
First up, you need to be at least 21 years old to place a sports bet online. This is standard in the states that have already authorized online betting and is also the minimum age you can bet at physical sportsbooks in Pennsylvania.
We expect that you will have plenty of sports betting options. You should be able to bet on most sports and events taking place throughout the United States and beyond.
There are a couple of exceptions, though. If we take into consideration current sports betting rules in PA, you won’t be able to place sports wagers on any high school sports event. You should be able to place bets on college sports.
This includes the option to bet on teams located in the Pennsylvania area, something that isn’t available in other states. For example, New Jersey residents are unable to bet on any sports event located in the Garden State.
Mobile betting is now also an option with the SugarHouse Sportsbook app. However, the app is only available for Android users as the iOS version has not yet been approved by Apple. You can still access the mobile version of the site through the browser on your iPhone or iPad.
How to Choose the Best PA Sports Betting Site?
In the past few years, the sports betting industry has experienced enormous growth on a global scale. This translated to the ability to bet on sports events around the world in the comfort of your home. However, you must know that not all sports betting sites offer services that are up to the required standards. Since we want to play in the most reliable platforms in PA, here are some of the tips that will guide you. Have the tips at your fingertips and isolating the best sportsbooks will be exceptionally
easy for you:
You will need to restrict your online sports betting activities only to the sites that provide
maximum protection. This can be achieved by choosing to play in sites that are regulated by top jurisdictional bodies. For instance, bookies regulated by legislative authorities like the
Pennsylvania Gaming Control Board is safe for you to play.
Many of the top online sportsbooks can attribute their success to having a solid reputation. Any sportsbook’s reputation is dictated by its ability to offer attractive services to both newbies and loyal players. Some of these points of attraction include high betting odds and lots of betting options. Additionally, fast and secure payment channels that process cash promptly speaks volume about the bookie.
And if you are ever in doubt, there are many watchdog sites which can be very helpful in trying to identify rogue sites.
Many of the best online bookies provide a large menu of betting options locally and around the world. You should choose betting sites that offer top pro sports in America and as well as Europe and Asia. That way, even when your favorite team isn’t in season, you’ll still have plenty of choices to bet.
Bonuses and Promotions
When everything appears equally matched, what usually sets gaming platforms aside is the types of offers on board. It is best to pick betting sites that provide the most lucrative promotions. The best bonuses come in the form of free bets based on the amount of the initial deposit or even first live bets.
You should also note that bonus terms and conditions can have huge effects on the value of a bonus. With this in mind, you should be careful enough to only opt-in for bonuses that offer
reasonable stipulations that you can easily meet.
Aside from the coverage of sports, today’s typical sports punter is looking forward to getting the most out of the minimum investment. Because of this, many top bookies have a selection of markets that will profit you differently as long as your predictions are on point. The likes of parlays, teasers, prop bets, and even future bets on specific events are the most popular in this case.
PA Online Sports Betting Payment Options
While we wait for other operators to go live with online sports betting in PA, we can list the SugarHouse payment options:
- SugarHouse Prepaid Card
- Cash @ Casino Cage
Furthermore, the NJ version of the mobile sportsbook also offers Neteller, PayPal, and ACH/eCheck. These deposit options are expected to come to the PA sportsbook in due course.
PA Sports Betting Tax
There were fears that operators would be put off of operating sports betting. This is because of the high tax rates the State of Pennsylvania has imposed.
Operators offering sports betting in the state are required to pay a $10 million licensing fee. Also applicable is a 36% tax rate. This should’ve been expected, with Pennsylvania having a history of high taxes. For example, they faced criticism for applying a 54% tax rate on selected casino slots back in 2004.
It hasn’t stopped operators applying for sports licenses though. Whether they can make a profit or not is yet to be seen, and the tax rate may have implications in the future. Operators may decide to charge players, in a sense. For example, payout rates may be slightly lower than in other states.
PA College Sports Betting
College sports betting is allowed in the Keystone State. Unlike other states, PA residents are also able to bet on college teams located in the same state.
This isn’t a possibility in most other states that have passed sports betting regulations. Delaware and New Jersey are two examples of states that don’t allow College betting on teams located in their state.
Betting on high school sporting events is not allowed in PA, however.
PA Horse Racing Betting
The PGCB, or Pennsylvania Gaming Control Board, made horse racing and off-track betting available in the 1950s. There are currently six horse racing tracks where betting is legal, we’ve listed some of these above.
PA Mobile Sports Betting
We expect there will be a plethora of PA mobile sports betting apps released in the coming months. Currently, Sugarhouse rebranded to BetRivers is live online and on Android. It’s only a matter of time before other PA sportsbooks and casinos join in with their own apps.
In our review, we’re going to show you which bookies are likely to introduce a sports betting app PA. We’ll also explore who could offer the best betting app for iPhone and betting apps for Android.

Is Sports Betting Legal In PA?
Legal online gambling has been a huge topic of discussion over the last few years in the United States. It was New Jersey which won a Supreme Court case which led to the authorization to allow individual states to introduce legal online betting.
Since that time, a number of states have passed legislation to allow their residents to legally place bets online. Pennsylvania is due to pass its own online gambling laws to allow bookmakers to release PA sportsbooks.
There are a number of retail sportsbooks already in various areas of Pennsylvania. These allow bettors to place wagers on a number of sports. It’s likely that these retail operators will be among the first to release online versions, including PA sports betting apps, when legislation is finally passed.
Online licenses from the PGCB have been applied for and are waiting for approval. Sports and casino gambling, along with PA mobile sports betting apps, should become a reality very soon.
PA Sports Betting Apps Review
Next up, we’re going to examine which Sportsbooks are likely to release PA sports betting apps in the near future. Of course, these aren’t available in Pennsylvania just yet, but we expect each bookmakers’ offering in PA to be similar to those offered in other states.
The following reviews are based on those bookies we believe offer the best online betting apps in the US.
BetRivers App Review
BetRivers offers one of the most popular betting apps around. We’re sure that any PA sports betting apps released by this operator will meet the same standards.
Just so you are aware, BetRivers has just been rebranded from SugarHouse.
So, what can you get with the BetRivers betting app? Firstly, BetRivers has so far released a betting app for Android, and we expect iOS to follow soon. The sportsbook offers a great range of odds and markets taking place all over the world, all available for PA residents.
The easiest way to download the app this would be to visit the BetRivers site via your mobile browser. Hit the Mobile tab and follow the instructions for installation.
For Apple users, you will be able to download this PA sports betting app directly from the App Store. Android users don’t have this option, unfortunately. Google Play doesn’t allow real money gambling apps from their store, this is true of all PA sports betting apps we’ll list here.
BetRivers should make a welcome offer available for new customers. You will be able to qualify for the offer by signing up through the betting application.
Caesars Sports Betting App Review
Most famous for its casino, Caesars has also released an online sportsbook. They’re one of the many bookmakers expected to operate in Pennsylvania. Also, PA mobile sports betting apps are extremely likely to be released alongside the desktop site.
What can you expect from this betting app? In other states, the Caesars app is available on both Android and Apple devices, so it’s reasonable to expect that this will be the case in PA. The variety of sports offered from Caesars is impressive, and so Pennsylvania customers should have a good range to choose from for their Sportsbook bets.
To download the sports betting app PA, head to the Caesars site through your mobile device. Follow the links to download the betting apps for Android or iOS.
The Caesars app in other States is extremely user-friendly. It’s easy to navigate between markets and it’s a simple process to place your wagers.
You will also be able to claim your new customer bonus and any other promotions through the Caesars sports betting app PA.
FanDuel Sports Betting App Review
FanDuel is amongst the most popular sportsbooks in New Jersey right now. We think they’ll be in the run for that title since their expected move into the Pennsylvania betting scene.
Their current betting app is one of the best online betting apps we’ve tested. Pennsylvania customers have the opportunity to bet on a wide range of sports and events, covering major tournaments from across the globe.
Downloading this sports betting app PA is simple. Releasing betting apps for Android and Apple devices, download from the FanDuel site itself. Apple users can download the betting application from the App Store.
FanDuel has welcome offers in other states, and there is a Fanduel welcome bonus available to PA customers too! You will be able to claim this offer and other promotions directly from the betting application.
William Hill Sports Betting App Review
William Hill has a retail sportsbook located at Penn National Race Course and was one of the first to release an online version and sports betting app PA.
A traditional sportsbook, William Hill is a well-established, trusted bookmaker. And we didn’t expect anything less than one of the best sports betting apps from William Hill.
You can download this sportsbook app on both iOS and Android operating systems. You will have the opportunity to download the app directly from the William Hill site, and those of you with Apple devices will be able to initiate the download from the App Store.
William Hill is known for its range of sports promotions, so it’s likely there will be plenty of bonus opportunities for PA residents. All of these should be available through the app, and it’s possible there will be app-only promotions too.
BetStars Sports Betting App Review
A relative newcomer to the online betting scene, BetStars are likely to be among the first to offer PA mobile sports betting in Pennsylvania. We’ve been impressed with the odds and markets offered by BetStars, and their PA site should be no different.
A betting app for Android should be made available, along with an iOS version. Download from the BetStars site, or the App Store if you’re an iOS user.
Any promotions offered by BetStars are likely to be available for mobile users too. Go to the Promotions tab from the app to see what’s available.
This also applies to any welcome bonus that BetStars may offer. It’s likely that new customers signing up through the betting app will be able to claim a new customer bonus.
